Commune/Sangkat Budget Monitoring Training & Awareness Video Series

Project Overview

Mangrove Studio contributed to the development of a Khmer-language training and awareness video series for the Commune/Sangkat Budget Monitoring System, supporting efforts to make local budget information and digital processes more accessible and easier to understand.

Developed as part of an initiative supporting the Ministry of Interior, in collaboration with The Asia Foundation and UNICEF Cambodia, the video series was designed for different user groups—from citizens and Commune/Sangkat administrations to sub-national and national-level management users.

The project supports broader efforts to strengthen digital governance, budget transparency, accountability, and public access to local budget information in Cambodia.

Scope of Work

• Structured technical system information into clear, audience-specific video content.
• Developed Khmer-language training and awareness videos for different levels of system users.
• Simplified complex workflows through animation, visual storytelling, and step-by-step demonstrations.
• Communicated key processes including budget data entry, verification, review, monitoring, and public access to information.
• Developed an overview animation connecting the different user roles and explaining how information moves through the overall system.
• Created accessible learning content designed to support practical understanding and self-guided learning.

Key Deliverables

• Public Awareness Video — introducing citizens to the system and access to local budget information.
• Commune/Sangkat User Training Video — providing practical guidance for local-level system users.
• National-Level Management Training Video — supporting monitoring and management functions at the national level.
• Capital/Provincial Management Training Video — supporting review and monitoring at the sub-national level.
• Video Series Overview Animation — connecting the four learning videos and illustrating how the different user groups interact within the overall budget monitoring process.

Project Outcome

The completed video series provides a structured set of Khmer-language digital learning resources that helps different audiences understand and navigate the Commune/Sangkat Budget Monitoring System.

By translating technical processes into clear visual guidance, the videos support practical system use and self-guided learning while helping make local budget information more understandable and accessible.

Beyond system training, the project contributes to wider efforts to strengthen budget transparency, accountability, digital governance, and informed public participation in local development.
